Now that Northbrook Street has been properly pedestrianised should cyclists either be banned between 10 and 5 or at least asked to dismount?

There seem to be at least 2 types:

1. Those who want to ride through the town at break neck speed, regardless of the number of people in the street.

2. Kids/teenagers who insist on weaving in and out amongst the shoppers in the area which would ordinarily be a pavement. Why can't they stick to the area in the middle.

Also why do we have to put up with cyclists and skateboarders in the area of the new shops?

Yea, and ban those scooters that grossly overweight people use to cart their body weight around the shops.

Can we ban umbrellas as well please, I often feel the need for safety glasses on a rainy day.

There should be a law to ban the pedlars who are congregating in the area outside Boots. They are totally blocking the pavement in this area with their cheap tat. I have complained to the police because they are causing an obstruction, but they are unwilling or unable to do anything about it.

If I put an A board outside my shop, the council are soon along threatening to fine me if I don't remove it.

I pay rates, these people don't.

Don't they have to pay for a license to peddle their wares?

Yes they do have to have a license, but what happens is that one pedlar gets a license, this license is then photocopied dozens of times and distributed amongst their colleagues. I have pointed this out to the police but they haven't done anything about it.

The other thing with this license is that it entitles them to peddle their wares from door to door and they have to keep on the move. They are only allowed to stop to undertake a transaction. The earlier peddlars in Newbury used to have a trolley which looked like a bookcase on wheels which they used to rock backwards and forwards on the pitch that they had chosen in Northbrook Street.

Because neither West Berks or the police have bothered to enforce the rules, you will notice that what they are using now is not particularly mobile and they are certainly not keeping on the move with it. Very soon they will be erecting full blown market stalls.

It is a problem in most towns throughout the UK. Some towns have introduced bye-laws to prevent them trading. I have tried to get West Berks to introduce a bye-law without success.

Newbury also has a problem with beggars who sit on the bridge with a container for collecting cash from kind hearted old ladies. As long as they just sit there, they are not causing any offence or breaking any laws. It is obvious what the container is for, but if they don't actually ask you for money, then they are not begging.

I have it from a VERY senior person at West Berks, that during the difficult trading conditions currently being experienced, that West Berks are taking a more relaxed attitude to A boards and banners on roundabouts.

Yes they do which is a piitance compared to what other people pay to trade.
Ask these peddlars where they store their wares etc when they are not working and how much they pay and i think you will be suprised

Just out of interest, who's liable should someone trip over one of these boards and injure themselves?

Who is liable if you hit or run into a cyclist if they are riding on the road when there are cycle paths for them.

I'm talking about pedestrians.

If a pedestrian trips over one of those A boards who's liable?

It's not an answer, it's a question.
