Newbury's dossers appear to be adopting a dog as some sort of status symbol, unless of course it is another way of getting extra benefit.
I was reading an article about this some time ago. Now that there are stricter penalties in place for carrying knives in public (and the very real risk of being tasered by the police if it's drawn against them) a lot of wannabe gang members have taken to owning (often vicious) dogs as status symbols. This also seems to be something that is big in the US and so kids over here seem to want to emulate that.
I would like to think that the introduction of compulsory licences and insurance for certain breeds of dogs would maybe solve this problem, but then I doubt very much those that use these dogs purely as a status thing would bother getting them licenced or having insurance, and if the worst that happens is that the dog gets taken away from the owners if they're caught they'll just go and get another from somewhere, leaving dogs charities to deal with all the unwanted/unlicenced animals.
Is it illegal to bring a dog into a town??!! hahaha, whatever next. If the dog is out of control, or causing members of the public alarm or distress, then that of course is a problem, but the dogs only behave as well as they have been trained. I feel sorry for the dogs personally,Who would want to hang around with a smelly dosser in a graveyard anyway, i'd be willing to bite people if that were the case!
Interestingly dogs are banned from The Oracle. Not the covered area, but the section alongside the cafes. I was walking a section of the K&A with my son and our dog. As we walked through the riverside bit of The Oracle I was approached by one of the security guards and advised of the policy. He did say into to worry and to carry on as it was aimed at the pikey youth with "dogs as weapons". I most often see them alongside tha canal here with their tins, dogs and "staffys".

Yes, banned from the canal side. There is no tow path as such I don't think. I did query it, but was told that it was private property. No, dogs aren't allowed inside The Oracle that I'm aware of.

Not certain. But narrow boats can't get down there as the canal is barricaded off a bit further west. Interesting stretch of the canal to walk in Reading where the gardens come right down to the water's edge. Lots of litter though compared to Newbury.

Strictly speaking it was the Kennet Navigation from the junction with the Thames to Newbury Wharf. However, it is all known as the Kennet & Avon Canal these days. Through the Oracle, as through central Newbury the River Kennet and the K&A are one and the same.
If someone wanted to take a horse drawn narrowboat through Reading they would need to tow through the Oracle - I would hope that folk still had a right of way for that purpose.
