Correct and I don't think Blatter has ever been accused of "big mistakes" (in fact he's done quite a lot for world football) nor the Council of corruption.

Do you know the answer? It is only on-topic if you can reconcile the NRA with that of a corrupt opaque self-serving organisation. Whether you can or not, what is also true is that the NRA is a self financed lobby group, the council is 'publicly owned'.
I don't think there is a blame culture at WBC. That's because they keep sloping off before they're found out. So Commissar Day is brave to hang around.
