Comparing the District council to FIFA, the football body recently embroiled in corruption claims, Mr Burgess said "This is a Sepp Blatter moment for the council. Where is the accountability? They have admitted big mistakes but nothing ever gets done. They just blame someone else."

I thought it was rather amusing. But it's not gone down well with the Supreme Leader.

Act 4, Scene 1
[In the Supreme Leader's Office]

The Supreme Leader [for it is he]: "So. Why hasn't Burgess disappeared yet? Wasn't he supposed to fall down a hole in Park Way?"
Corporal Jones: "Nick, we're still trying, but we can't be seen to have our fingerprints on this."
TSL: "Who is this Blatter he speaks of."
Cpl Jones: "A self-important bureaucrat who apparently bends the rules when there's money involved."
TSL: "So why isn't he working for me here in Cartergrad?"
Cpl Jones: "The people will get restless if we hire even more managers."
TSL: "Then we will crush them."
Cpl Jones: "We can't do that! There are international observers watching our every move. We have to be subtle."
TSL: <<presses button and huge plasma screen comes down from ceiling>> "Our new CCTV system will pick him up. The 51st Green Meanie Division have set up roadblocks. He must not escape!"
Cpl Jones (on phone): "Get me Commissar Day. I have a special mission."

A leader of a smaller "federation" who tried to get elected to FIFA and failed?

Surely this makes Mr Burgess Newbury's very own Mohammed Bin Hamann?

Correct and I don't think Blatter has ever been accused of "big mistakes" (in fact he's done quite a lot for world football) nor the Council of corruption.

The whole thing is an ill thought out analogy and whoever thought it up won't be worrying Max Clifford any time soon.

You don't think his championing of increasing the number of qualification places for the World Cup, for Asian and African teams when he was General Secretary which resulted in a less Euro-centric competition was a good thing? I do.
