What on earth are we paying the legal department for?  Library roof fails, no penalty clause so you and I pay; faults in the fancy town centre brickwork, we pay; stupid, costly employment contracts, we again pay; no penalty clauses inserted into CCTV contracts .... I could go on, but it is too depressing.

And posters like User etc can't understand why some posters on here show nothing but scorn for such amaturish shennanigans?
Cameron would do far better trying to sort out local authorities before the many other organisations he has taken the axe to.
Local democracy is in terminal decline thanks to the likes of WBC.
