Heard the "mini manifesto" on Newbury Sound this morning. The topic was local schools.

Graham Jones said "we have excellent schools in West Berks under Tory rule"
David Rendel said "11 schools have gone into special measures under the Tories"
Richard Garvie said "6 schools have gone into special measures under the Tories"

So guys which is it ?? It's a very simple figure, we are not talking thousands, and it's not rocket science !

It depends on the period that you look at. We looked at a shorter period than the Lib Dems and the Tories (used current term data since 2007), but since 2005 when the Tories got a majority I can find 11 this morning just by using google (despite Graham Jones saying that since 2005, standards have improved!!!):

Mr Rendel would be wrong if less than eleven had gone into 'special measures' but it looks like there hasn't.

Mr Garvie would be wrong if he said that ONLY 6 had gone into 'special measures'. So he's also correct.

Mr Jones is just a liar who shows continual contempt for the electorate and the democratic process at W.B.C.*

It is a simple case of their being lies, damn lies & statistics. You can get the facts & figures to agree with any point you want to make.

The problem is keeping track of which schools are in special measures at any given time.  I used to work for a contractor to the Department for Education and part of my job was to compile national lists of schools in special measures but the official data that I received was often several months out of date and often contained duplicate records amongst various other problems.

Well, as I say, depending on the period you look at, David and myself are both correct. Mr Jones however says that schools are at the top of the league tables yet in this four year term six schools have fallen into special measures and five more entered between 2005 and 2007. Labour are only holding the council to account for their present term in office, but does anyone know how many schools went into special measures prior to Tory control so we can compare?

Six out of how many? And what's the average for a local authority?

If you're going to discount them as being "excellent" you need to prove they're not by measuring their performance against other authorities.

Just saying six (or eleven) aren't very good is no use on it's own. If I say my apples are all generally excellent but you find out I've got six bad ones you'd need to know if I've got a fruit bowl or an orchard before discounting what I say.

As I asked, out of how many and what's the average?

Without this information you can't say it's "excellent" or "awful".

No chance. A lot of what we propose is changes in working practices. But the manifesto is there for a reason, and that's to be implemented.

Until elected then find the council  coffers were left in a worse state than predicted by the last incumbents so even more draconian cuts are needed?
