It seems that Debenhams were thinking about buy House of Fraser last year (perhaps why I thought they were part of the same company).  Makes it very confusing that they should spend so much effort in putting together such a comprehensive objection.  I also wondered if they were planning to open somewhere like the Kennet Centre.

Good thought, time will tell but they must have something in mind.

As far as the press release is concerned....

The plans do mean that the previously proposed Victoria Square will no longer be built, but this is just one of several public spaces within Parkway. The others remain unchanged.

On the plan posted by BrianB, I can't see any of the 'several' public spaces unless they are counting the walkways.
