They need to be banned...permanently.

I'm sure appearance does factor into how much they harass you.
I regularly get targeted by 2-3 of them every time I walk down Northbrook street while they are casing the passerbies. My style of dress is largely based on traditional Romani style. Which is kinda bohemian / hippyish to those unfamiliar with it.
I've heard from people with dreads that they have a particularly hard time with this menace too.

Really, neither of those categories would seem to me to be likely to part with money on an ongoing basis. Perhaps it is down to vulnerability then.....
