No! I haven't heard the rumour, but I would have thought it unlikely that M & S would consider this unit on the basis that they are expanding their main store in Newbury town centre (When Parkway opens) and they already have an M & S food outlet in the London Road. However stranger things have happened. |

Methinks Autumn 2011 is more realistic. To open for Easter 2011, they will need to start shopfitting in January. That gives them just over 5 months to complete the project, and they are still working on the underground car park. Does anything in Newbury complete/finish on time? |

Public companies seem to invoke late penalties on all building work but public sector never seem to. |

Can you let us have a little more detail about the above statement. |

The one that immediately springs to mind is the cinema which over ran by several weeks. I think we repaid for the saggy library roof. The initial phase of Parkway construction was delayed by, I think 6 months. The pedestrianisation had to be redone in parts so handover was delayed. If my aging memory is incorrect, I am sure someone will shoot me down. On a more personal level we recently received a letter, hand delivered, from the Council that said our electric would go off for street repairs on a certain day. We then received another letter saying Southern Electric had hit delays and informing us of another date. I assume the cost of each letter was borne by the Council All contracts I dealt with in the private sector had severe penalty clauses for any form of non delivery. I am not aware of any local media article saying the Council got money returned from the contractor for delays. |
