Not much if the person sending it doesn't claim a salary.  Have you any evidence of how much (or little) it cost or are you just trying to deflect the pressure from your employer as usual??

as an individual message very little but do not forget the Broadband subscription or 'phone line modem charge,
hey, lets get surrreal, how about composing the bid -by purloined pencil not purchased-on the back of a re-used envelope (preferably one that has been used at least twice) then finding a native runner who would deliver it in a cleft stick, barefoot of course so no wearing out of shoe leather and not requiring refreshments on the journey. even so I bet there is an hidden cost in there somewhere.

Cleft sticks are not easily come by these days so there will of course be the problem of de-forestation. This involves hundreds of pseudo scientific persons being given huge salaries and international government grants to pontificate about the effect of greenhouse gases, the loss of conversion of CO2 to O2 and the effect on the wildlife. So, there you have it, that simple cleft stick cost a small fortune and thus the no-cost bid is negated.
